Carefully slice the tops off the bell peppers and remove the seeds and membranes. Set aside the bell pepper tops. Lightly brush the exterior with a small amount of olive oil. Step 2: Cooking the Filling For Ground Meat Filling: In a sauté pan over medium heat, add olive oil and cook the onions and garlic until translucent, about 5 minutes. Add ground beef or turkey, seasoning with salt and pepper. Cook until browned, approximately 8-10 minutes. Drain any excess fat. Combine with cooked rice, diced tomatoes, and half of the shredded cheese. For Vegetarian Filling: Heat olive oil in a sauté pan over medium heat.
